Export Documents from India: The Complete Checklist Every Importer Needs

One of the most common challenges faced by first-time importers of Indian goods is navigating the documentation requirements. International shipments from India require a specific set of documents that serve multiple purposes — customs clearance at origin and destination, payment settlement under Letter of Credit, food safety compliance, phytosanitary clearance and trade statistics. This guide explains every document you will encounter.

Core Documents Required for Every Shipment

Commercial Invoice — the primary transaction document. Must contain exporter name and IEC number, importer details, invoice date and number, HS code (6–10 digits), quantity, unit price and total value, Incoterms and port details, and payment terms. This forms the basis for customs valuation at the destination.

Packing List — details the physical contents at package level including number and type of packages, shipping marks, contents per package, and net and gross weight per package. Customs inspectors use this to verify the physical shipment against the Commercial Invoice.

Bill of Lading (B/L) — the transport document issued by the shipping company confirming receipt of goods. Under a Letter of Credit, the original B/L is a negotiable document — the holder controls the goods. Must be presented to the bank within the LC presentation period.

Certificate of Origin (COO) — certifies goods are of Indian origin. Issued by FIEO, Chambers of Commerce or Export Inspection Council. The GSP variants (Form A, EUR.1, REX declaration) are required to claim preferential duty rates under India-UAE CEPA, India-ASEAN FTA and EU/USA GSP schemes.

Agricultural and Food-Specific Documents

Phytosanitary Certificate — mandatory for all agricultural products including all grains, pulses, spices, seeds, dried fruits and dehydrated vegetables. Issued by Plant Quarantine Authority of India. Without this certificate, your shipment will be held at the destination port and may be quarantined or destroyed at your cost.

Certificate of Analysis (COA) — from an NABL-accredited laboratory confirming chemical and physical composition. For food products: moisture, purity, pesticide residues, heavy metals and microbiology. For metals: full elemental chemical analysis.

APEDA Registration Certificate — required for all agricultural and processed food exports. Confirms the exporter is authorised to export APEDA-scheduled products including rice, spices and processed food.

Metals-Specific Documents

Mill Test Certificate (MTC) — from the manufacturing facility with full chemical analysis and heat/batch number traceability. Internationally referenced to ASTM, EN, JIS or IS standards.

SGS/BV/Intertek Pre-Shipment Inspection Certificate — required by many buyers and importing countries (particularly West Africa and Middle East) as mandatory for government tenders and high-value cargo. Confirms quantity, quality and packing at Indian port or factory.
